The full readings would help.
Soldering looks OK.
Tibimaki replaced IC, and found new IC to be bad. So do not rule out chance you got a bad IC.

ESD issues?,havent replaced one of these yet,hmmm,might use ground-wrist strap for these if it is an issue

I changed the same IC on a Sony KDL-40SL140 T-con, and that TV is great now. It had a solarized picture as well.

Could the chip have been shorted by the person that packed it. I use a ground strap...

Changed the IC again, and still the same volts ,and picture. I must have gotten two bad chips . Going to order new chip from a different supplier.

I got a samsung ln37a550p3fxza that has a bad T-con, I tried the panel options in tune service menu while it changed the picture the solarized image stayed. I even tried the PDP,JEATA,VESA And again while it made changes the picture remained solarized so I assume it's the AS15 chip?

The longer it stayed on the image became more washed out, image retention and ghosting.

I am not a SMD soldier by any means if anyone is state side and would be willing to do the fix (yes I will pay!) I would be forever grateful! Otherwise I will just hold out for a cheap replacement!

Its not to hard to change that IC watch some youtube videos then practice on an old board. Do not try to force the chip off if it starts to lift wait till the whole chip is loose. If you don't you will lift and maybe destroy the pads the chip solders to. Don't over heat the board that will lift the pad also. Take Your Time no awards will be given to the fastest chip change. If you can get the chip off without damaging the board (all the solder pads silver, be very careful not to tear them as you can't connect the chip without them) then you can put it on. Getting it back on is easy enough. Can you borrow someone's good soldering iron? I wouldn't recommend a $10 radioshack iron, for example. You need something that has temperature regulation. Then a bit of (ideally leaded; lead-free is hard enough to work with as an experienced solderer...!) solder and a bit of solder wick.

Alternatively, browse your local Craigslist for the same model with a bad screen. Pay max $25 IMO. (Confirm the picture did not have colour issues before screen broken - hopefully you can see part of the image.) Then swap the T-con boards over. You can then sell the rest and make back your $25.

I been looking on local CL, seems our market is flooded with I WILL BUY YOUR BROKEN FLAT SCREEN diy guys. I don't see a lot and when I do they are gone before I can even get a response.

I might hit up a couple of those guys and see if they have any spare parts on hand. I have a deal worked out with a few of our local big chain thrift stores I get first pick on any Panel that comes in not working as long as the screen isn't cracked I take em. So far I am 10/14 and 3 being plasma and one LCD that is un repairable.

I got a sony with a as15-f. I'm about to order one from China since it's only a 1.80 and free shipping. Only thing that sucks is it takes 2-3 weeks to get here.
