yea, if the controller Vcc rail is unregulated this will be a problem.
it is definitely a failure on some other inverters though usually it goes the other way (low, causing inverter to stop)
though the FETs probably only fail because the driver in the controller IC failed (latch up potentially), or P-N overlap occurred due to insufficient turn off margin.
