Try checking 9V battery or AA battery or something.
Are you sure the meter is OK?

OK, so in the beginning you had the meter setting to AC that is why you were getting nothing on the connector.

So put the black probe on the metal chassis of the TV then use Red probe to measure DCV of each pin except pin 1 (N.C.) and GND pins 7, 8, 9.
Report the reading of each pin like this when TV is plugged in but the power switch is not activated, and when power switch is activated
Power switch is not activated:
Pin 2: 5.2V = XXXV
Pin 3: 5.2V = XXXV
Pin 4:PS_ON = XXXV
...........
Power switch is activated:
Pin 2: 5.2V = XXXV
Pin 3: 5.2V = XXXV

11=+12v =flipping anywhere between 3 to 11v quickly
12= dim =0.20v
13= on/off = 0.40v

Right now you do not even have steady STANDBY 5.2V to run the main board.
Check the power supply board by itself without any other boards or other cables connected to it except the AC power cord and then check the DCV again.
Something is not making sense that you even has 410VDC on the main cap.Never stop learning

I, too, have a Vizio E320-A1 that will not power on. So, rather than start a new thread, I thought I should continue here. A couple of days ago the light at the bottom left front would light up but the TV would no longer turn on. Now that little light also does not light up. To get the DCVs asked of the owners of problem TVs the only way I can guess the TV is "on" is by unplugging the TV, then plug it in and get the DCVs for "off", then hold the Power button long enough to hope it turned "on" the power and then I took the readings again of the DCVs.

Retest pin 12 and 13, no way they can be that high (96V?, 57V?) without TV blowing up. Make sure to read the meter properly, may be mV instead of V?

I unplugged the TV, waited, plugged it back in and rechecked the values. No change to any. I used exclusively DCV not touching my multimeter between start and finish. Then I secured the negative probe to ground and put the positive probe on pin 12 then I depressed the on button ON the side of the TV. It continued to read 96.3 and did not change at all while I held down the ON button. Apparently the ON feature is now no longer working. And the TV did not blow up.Comment

Brought a non functionnal PS5. Apparently only a bad PSU...
No beep, nothing.
After some tests i found this :
- PSU is fine (12 volts stable)
- 12 volts line is shorted
- DA9065 was fried, F7003 also => Replaced both of them, short is gone on 12 volts line, no dead short anywhere else.
- By the way, nothing change. No signal, no power, no beep.
Mesuring all rails with my workbench psu (12 volts input)
- 0.00 amp drawing

No picture, just red vertical stripes. Google search shows quite common problem for these recent Vizio M series although red vertical stripe pattern may differ. Some call it "Netflix" boot screen haha.
Where is the short?
Panel has 4x buffer boards. Quickly found the 1/4 panel buffer board with the problem by selectively disconnecting buffer board flex cables.

I have received this laptop which was described as "does not power on or accept charge." Battery shows no sign of charging when charger is plugged in, nor does the board show any signs of life when battery is unplugged and charger is plugged in. No light from the LED at all or any other indications of activity.
Board seems to have no shorts, all power rails are fine and show high resistance.
When charger is plugged in, voltage is present in 3.3V rail but absent in others.... -
by howardc64Bug looks like hardware so thought I posted it here. Exact same behavior on 2 different model 4K Vizio TVs running their SmartCast smarttv software. After launching youtube app, press vizio button on remote to return to the smarttv menu, once in awhile, a column of bad pixels will show for few seconds on the left hand side.
It seems the vizio software is reinitializing hardware when returning to the smarttv menu. In general, SmartCast software isn't very good. Also will randomly (relatively infrequent) get no network connection when on wifi and require reboot.... - Loading...
