64-bit..!
Whether you install 64-bit or 32-bit OS is not decisive factor in your machine. The decisive factor is whether you have HDD or SSD. With HDD machine will seem slow and sluggish, especially after you install office. An SSD will make that machine fly.
Another thing that can make it fly is Linux, perhaps Manjaro with XFCE. So long as Microsoft Word and Excel are not needed, it's good.
I have Q8300 machine with 2gb RAM and SSD, office installed, it is fast....

Well here is my plan, doesn't mean it is correct, but this is what I would do.

We need to find schematics from some other device where this chip is used. Caps and resistors and other things that goes with this chip will be the same. Then we figure out what is blown and this way we would know the values.

Hmmm. Mine has Q8300 and 2 gigs ram now (for now at least), runs Windows 10 Pro for Workstations 64-bit just fine. I mean, web browser, latest chrome, foxit pdf, boardview software, no problems. I wouldn't call it useless, it's still a work station, ideal for live under the work bench for manuals and web. All I want for mine is xeon CPU and big cooler and more ram, and maybe better card, perhaps I can find a broken card and fix it.
I mean, what else can you ask for? System like this will be good for another 10 years or so,...

First of all, if it says HannStar E89382 on the board does that mean that the board is HannStar or it could be Compal?
Because I've gotten two different so called schematics off the internet and none of them has same components as in the boardview.
FlexBV fials to work and my brain fails to work in manual search mode, nothing found on boardview can be found in schematics.
Which schematic do I use?
Where do I look for thingy that generates 3.3V for me?...

This might seem stupid. But by any stretch of imagination have you maybe enabled battery calibration discharge? It's a setting from windows that will discharge your battery completely so that it can be recalibrated.
I know this sounds silly.
But let it die on battery.

Interesting that doing a search on aliexpress for TPS51285B gave me a boat load of results ranging fro $2 to $5 bucks for 5 pieces from china with free shipping.
Doing same search on amazon resulted in 10 pieces lots for about $10 to $20 on average.

Although, I take it back, you might have no flipped but reversed the cable. In which case you need to make sure while the cable is unplugged that you have 3.3V on the motherboard side. Then you check the fuse on the card if it has one.
If you getting 3.3V and no fuse issues, then you just need to order new card, link provided in previous post.

See pic. There is no way in hell you could have made contacts if you flipped cable. Then must be the problem with flex cable. You need to check every single contact, which is not hard. If it is the flex, then you can jumper with budge wire.

I don't imagine it be anything more than PCIE card with custom connector, look for fuse on the other side. Sometimes they are labeled F on silk screen, othertimes they are not labeled.
Post pic of the other side on this card.
Also post pic of the other side of flex.

As far as MCP1_DRAMRST# I wouldn't know where to look for it as there is no board view. I'm assuming this is DRAM voltage, mobo is working, I did connect display port and there is picture on display port.
