i would still solder it to 12v... i would either cut the trace and jumper or just find an empty ground and 12v hole or desolder a 12v and ground wire and slip the fan leads in with the wires.

Have you tried a different PSU in that computer? If not, do so in order to make sure it's not the motherboard that's causing the problem.

The caps in this PSU are also suspect - I saw Yihcon and G-Luxon on some of the pictures, so I guess the rest aren't much better grade either.

As far as Q5 - see what it's connected to and check it with your multimeter (preferably out of circuit). It might not be burned but just covered in glue as Wizard suggested.

If the the thermal controller is running the fan at too low of a speed, find where the thermistor is (usually around secondary heatsink), and depending on what type it is (PTC or NTC), you can add a resistor in series or in parallel to the thermistor in order to change the fan speed.

            Problem

This is an LG edge LED lit LCD Display. The LEDs are on the bottom edge of the display. There are 2 bars (left and right) Each bar has many LEDs and a 6 pin connector. Each pin drive several LEDs thus is the highest current flow / heat junction. The weak lead free solder gradually fails with thermal expansion/contraction cycling and increases resistance. PSU will compensate up to a point, then when the current is too high, PSU just shut down the backlight causing a dark display. I have even seen one which the connector just fell off as solder points became completely detached....

macbook A2918, orange light off when shut off
            by mosfetratus
When i fully shut off mac, orange light goes off and wont react to power button. I have difficult time resetting with combination "shift+control+option and power button", because it rarely works (reason unknown), when i manage to get orange light and then press power button macbook wont turn on and orange light goes off. When i hold combination with power button it turns on, and works fine if put it to sleep mode.

Works with battery and charges, but when i shut off i get this problem.

It had liquid spill. Board has no corrosion, keyboard is working, power button...

            Curious - clock going ahead
            by televizora
I've encountered curious and strange issue with HP Probook 8470p - the clock is constantly going ahead without any reason at all.
If I try to synchronize it, everything is fine, but after hour or two I notice that the clock is again 9-12 minutes ahead.
That's extremely weird. Logically, I checked the time zone and DST - everything is fine there.
That's only if the laptop was put in hibernation and then turned on again. If it was turned off and then on - everything is fine.
            Any suggestions?
