i think you dont haave volts at all on them because i can see you have burned Resistor and the AC-DC IC 100% defekt
so if no volts you need to replace these in the photo.

Devices 1003, 1005 are protection device (500V Gas discharge/sparkgap), they should show open circuit, they are NOT RESISTORS, they are for protection an not needed for the circuit to function.
R3318 (for 25V PS) you have already tested.
You will not have DCV on the two filter caps if the relay 1350 is not activated.
You still did not indicate if the main fuse have blown or not with those two shorted out MOSFETs you have indicated.

I tested the Dc on the two caps and is 0.
The fuse is good.
But know i have a news... There isn't video, there isn't light and led, but there is a noising sound from the speakerslike a zzzzzzzzzzzzz
