    I just downloaded the service manual but it does not have the power supply board diagram due to it is made by other OEM.

      OK, I look at the power supply board layout, please observe this for me, put the meter probe on the PNL_POWER pin, hit the power switch and see if the relay clicks at the same time when the PNL_POWER PIN goes up to >1V.
      That relay is turned on the PNL_PWR signal to supply the power to generated the UR15V to run a bunch of switching power supply on the main board.
      Also check the fusible resistor R7641, it should be <1 Ohms, this resistor is under the heatsink so you have to test it on the bottom side of the board.

        I see no voltage at all at PNL_POWER pin when pressing power switch. Relay still makes the same noise as it did in my previous video.

        R7641 is reading <1 Ohms as it should

          OK, at this point the main board is not sending the PL_PWR to turn on the 15V/60V/12V power supply section. What you can do is to disconnect that pl_pwr wire that goes back to the main board first and then use 500~1K resistor between the pl_pwr pin on the power supply board and the standby 5V AFTER the power switch is activated and see if you will get the UR15VDC.

            Jumped PNL_POWER to 5V standby with 1K resistor and still got nothing at both UR15V pins

              Been going thru everything and so far i got 2 things on my board im not sure about.
              D7311 reads 0 ohm, thats to the right of that connector that goes to the main board.
              And R7003 reads 180.2 ohm. At the bottom right side of the heatsink. Above the relay.

                You did disconnect this wire going back to the main board, right? Otherwise the main board will not allow this to go high when use the resistor to pull up this line at the power supply.

                  I pulled the wire out of the connector that plugs into the power supply. Then placed one end of the resistor on the PNL_POWER pin on the power board and the other end at the BU5V pin. Checked the resistor to make sure I had 5V going to it and then hit the power button on the TV. Nothing at either UR15V pins

                    I have The same TV with the same issue. the TV originally had the 1 power light flash per second. I tricked the set on with the vol- input and power buttons held down while plugging in the set. the set came on in service mode with the K on the screen then flashes, strobes and shuts off with the same error 1 blink per second. so then I did the hold down of vol+ chan- then push the power button which allows the set to come on then do its strobe thing then the backlights fail but the set will stay on. I can see a picture with the flashlight and I can hear the sound. So I continued on to pulling the screen off and inspecting the ccfl's. When power is first pushed the light ALL come on for a split second then you get from the top 2 bulbs flashing then 2 bulbs doing nothing all the way down the set. I took every ccfl out and tested them one at a time and they do the same thing. I then took a known working ccfl and tested it in the set and it flashes the same way. After screwing around cutting jumpers to see if maybe I could find the right jumper like the SAMSUNGS have that you cut to stop the strobing. well none worked.

                    Now I plug in the tv and it starts flashing the power and opc at the same time then 1 opc flash then both power and opc flash again and repeats this process. this will not stop happening unless I unplug the power going to the (looking at the back) inverter on the right. Then the set can be powered up normally and you see half of the screen light up and strobe then backlighting shuts off. still have pic and sound just no lights. did I determine that my inverter board on the right side is bad, is that what that is telling me? Any help would be great. sorry about the way I write. you may not be able to follow me!lol

                      On my 65", I had the same issue, but on that TV, there are three boards on each side. The problem it was on the right side, there is the master inverter.
                      The boards were so cheap, than it wasn't worth repairing.

                        Update...

                        Bit the bullet and bought a matching power supply and SMPS board for $60. TV is fully functional now! Turns out the OPC/Power LED sequence code was correct. Thanks for the help everyone and good luck to the others experiencing issues with their set.

                          Good news, so what do you see the Voltage at the command signal PNL_POWER pin? You were not getting on that pin before.

                            Had mine ordered when you posted that fixed your problem so i was hoping i made the right choice. Replaced power supply board and smps....still doing the same thing. Guess im back at square 1. LOST. I have no clue where to go on this thing.

                              Hello. I have the exact same tv model #: LC-46D64U. The power ligh in front blinks continuosly. It doesn't represent any error code as as I know. After trying the hard reset of having tv unplugged and pressing vol+ , ch- same time then plugging tv to power, I get the light to stop blinking. Screen turns on for a sec then goes off. Tv stays like if it is on but there is no sound or whatsoever.

                              Any suggestion on what to check? Is this a lamp failure sign ?

                                I am having the same problem as Louis82. The only difference is that the screen will not come on at all. I have already replaced the power supply. I still have the same issue. When I hit the volume+ and Channel- I get the the power supply to stay on but nothing else works. I have tested the dc voltage and when the power supply goes on, I am getting all the correct voltage. Any suggestions?

                                  This should be problem with the inverter board, but hard to shooting due to the tiny parts on the board .

                                    I am getting these exact same issues.. the power light flashing twice and opc flashing once says it a power supply problem but im getting the exact same results with a replacement power supply.

                                    edit I did troubleshoot my issue down to inverter board #3 (upper right corner)
