10pf is about the right size cap for the ballast cap, 10pF @ about 80KHz will have Xc = 198,750 Ohms. Assume running voltage for the LAMP about 1000V, the max current for the lamp will be about 5mA (1000V/198750 Ohms).

Just can't buy a light assembly because for the couple of seconds it's on it looks bright and normal.

If you look at the pictures of bad lamps I linked to, some of those lamps did light up brightly also. You can spend lots of time troubleshooting board that may be good or bad, but you will have to eliminate the possibility first which I always do by using the spare lamps to verify the function of the board first since I do not want to waste my time trying to fix the board which is not broken. I have no more suggestion then.

Well I'll take your word for it but I do not have anything to test with. What should I look for on ebay maybe?

See post 29. I am not saying the problem is not in the inverter, it is a matter of eliminate the possibility first.

Just for the heck of it I looked at the bulb connectors on the Westinghouse I'm trying to fix and the bulb connectors are the same so I put the tv's together and plugged the lamps in from the westinghouse to the haier board and turned the haier on and neither of the bulbs lit but still got sound for a bit. So would that eliminate the lamps bad then?

no, one tv is a 24" and other is a 32"

You should then at least get the 2 seconds to black just like your Haier if that is the case using the Westinghouse lamp assemblies. OK, I just re-read your post, the TV 32' lamp assembly does use the same connector BUT the lamp return wire on the TV is not the same as your monitor, that will not work. The two wires on the TV lamp connector are connected to TWO lamps inside the panel, the return wires of the two lamps are returned back on the TV inverter board. You monitor has one lamp per connector.
What is the maker of the Haier LCD panel, we can look up the spec sheet for it to find out how the lamps are connected inside?

I look at shopjimmy.com and use your monitor model number, it shows LCD PANEL V236H1-L01 as the one used in your monitor, but I not 1005 sure.
The panel uses two U shape lamps.

Advise on other forms tells me this is going in the wrong direction and to replace the power board so no clue on what to do next.

I talked to a TV repairman a little over Christmas and was told that if the color was not off in some way that would be a step in the wrong direction but of course he wants me to bring it in so he can charge me to fix it.

Looks like I might have something now the bulb stays on and also the backlight I did not unplug. So what does this mean?

so that means one of the bulbs or wiring is faulty that the disconnected plug goes to you will now need to strip the lcd screen down to get to the wiring/tubes.
