It sounds bad, the output should be the rightmost pin (tab facing upwards) + 1.25V, so in your case at least 2.5V, but it is only 2.05V.
I believe on these Vizios that U33 causes two others, U5 and U7, to also look bad - but it is only U33 at fault in this case.

There are two fuses on the main board, one is for 5VSTBY, and another one is for SWITCHED 12V which will not be present until the main board sends out the PS-ON signal to the power supply board to turn on the rest of the power supply.
Did you test the Voltages of the Voltage regulator ICs yet?
