    I rechecked all the readings and i am getting 3.5v on the pwr on pin for a second or two, then it cuts out for a second or two. Repeating over and over

        BTW, PS-ON pin is pin 1 of the CNM802 that goes to the main board, that is the pin we need to verify if we have the PS-ON to turn on the power supply or not. Right now we are trying to see what Voltages you have between the power supply and the main board that is why we need to check CNM802.
        CNM801 is for the inverter board which we are not dealing with it at this point.

          At this point to make it less confused, you need to report all the Voltages of the connector CNM802 of that power supply board.

            Are we talking about pin 1 (labeled as 'PS') on the connector CNM802? If that is the case then you have something bad going on in your main board that causes PS-ON to cycle on and off which will male 12v/24V circuit to go on and off, same for the PFC Booster circuit will not be on steadily either..

                I guess I should mention that one of the last times the tv started up, it turned on by itself when plugged into the wall. I was able to turn it on and back off with the power button at that point. As of right now, the tv will not turn on even when left unplugged overnight like previous

                  yes correct. But the PS still puts out these low voltages when disconnected from the mainboard, and not getting a signal to turn on.

                    OK, so you main board not sending steady on control signal to make the PFC Booster circuit and the swithed 12V/24/ to be on steadily.
                    Can we see the pictures of your main board and the pictures of the whole backside of the TV showing all the boards?

                      BTW, you can also test the power supply board by itself by soldering in the 1K resistor between pin 1 and pin 3 of CNM802, just make sure to disconnect the cable to the main board first.

                          You do have main board problem, you can try heating the main board for 2~3 minutes then power the TV to see what will happen, you can also try cooling the board with canned air duster using it upside down to get the coolant out.

                                I also thought it could be the mainboard until I seen low output voltages when the mainboard was disconnected and no resistor to tell it to turn on

                                      OK, so you have a the power supply problem also.
                                      Wit that resistor still in place, you will need to find out if you do have the 380VDC boosted Voltage or not by measuring the DC V between the two legs of the main filter cap.

                                          That should be the reading in standby, now power tv on and check, should be around 380, if it is that verifies your PFC is ok.

                                            I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

                                            Upon bringing it home and plugging it up, it showed a standby light.

                                            I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

                                            The screen seems to blackout and stay black, but with a flashlight I can see the display.

                                            With my Playstation 4 connected via HDMI, and running a game I can hear sound.

                                            This Samsung combined power supply and inverter was replaced a while ago from a Samsung 37inch LE37B530P7W TV. However I would like to repair this one.
                                            I have replaced the Mosfets Q1820 and Q1821 ( FDPF7N50U) which were both blown and the fuse FM802S. The schematic for this power supply that is attached doesn't relate to this power supply as the driving transistors and diodes are D1830, D1831, D1832, D1833, Q1811 & Q1810 are nowhere on the schematic!
                                            Does anyone know what the components for D1830, D1831, D1832, D1833, Q1811 & Q1810 should be? I ask as I did change the Mosfets...

                                            I have wanting to do this project for quite sometime now and I finally found a switching power supply that will work on this desoldering gun station ZD-915 that the original switching power supply took a shit and just was not worth trying to fix it because this switching power is not quite big enough to handle the heater element and the vacuum pump

                                            One note when I tested the switching power supply and the voltage control board I noticed that this desoldering gun heat up much faster than the original switching power supply which I was really surprised by to the point that I might buy...
