Q12 on the back side of the board (great photo by the way) is blown apart.
or there is a piece of trash that looks like foil on the otherwise very clean looking board. Top right of photo near the bottom right of the center coil connectors... 2 up from D12

So to me without the main board connected you have PS-ON to turn on the 12V power supply and probably the switched 5V as well which means it has pull-up resistor for the PS-ON which is pretty rare for re-badged RCA TV.
It still does not make sense to me to have TWO separated power supply with low output Voltage, especially the 5v to run the main board.

Hard to tell from photo could be trick of the lighting... you need to test the transistor... see if it is shorted to ground or shorted thru itself.
Something is cutting you voltage, but if it was a full short to ground it would either smoke and be obvious or just pull the rail to 0V.
I had a board once on a computer that had a low voltage issue and after many hours i found a shorted smd cap that was connecting a resistor to ground on a 3.3v line and the math for a voltage divider made it 1.2v and that would not let a mosfet trip on.
I don't know if that is your trouble just a possibility that is why it is hard to find.
That part looked completely blown in the other photo but not i'm not sure it may be ok just a lighting illusion... back to the testing board!! (sorry)Comment

Vizio e601i-A3 - Has Sound and Display, But No Backlight - Bad Power Supply Board or Bad LED Bulbs ?I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.
Upon bringing it home and plugging it up, it showed a standby light.
I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.
The screen seems to blackout and stay black, but with a flashlight I can see the display.
With my Playstation 4 connected via HDMI, and running a game I can hear sound.

Hi all!
I'm trying to troubleshoot a Microsoft Surface Pro (5th gen) model 1796 that won't power on. Motherboard model is M1007506-015. My priority is retrieving data, but the SSD is integrated so it looks like if I can't repair it it'll need to go to a data recovery company. I've done a little basic board repair before, but nothing this advanced until now. So please forgive my ignorance in advance. 😅

Hi all, I managed to narrow down which PCB was causing my Haier AC to throw out an E7 error code (E7 indicates that the indoor unit and outdoor unit cannot communicate). I found that the outdoor unit power board which gives 5v and 15v to the outdoor unit module board fails to fully power up.. The power Led starts to fade in incredibly slowly and the 5v and 15v power buses jump around like crazy and never reach their required voltage. I unplugged the module board from the power board and the power board powered up fine! It had a steady 5v and 15v out and the power LED came on instantly and Bright.... -

on this laptop acer aspire v571p the led of the power indicator blinks blue for periods of 1s lighted and 3s off after switch on and this indefinitely.
i tried the hard reset, cmos reset, changing the ram without results.
in order to reach the cmos battery i disassembled the laptop and did several mesures with my multimeter.
The 19v, 5v, 3v are well established after the chip 5v-3v. the following signals : 3d3v_aux_kbc (which supplies the sio chip) and 3d3_s5 are well established also.
but the signals: 3dv3_s0, pw_slp_s3# and pw_slp_s4 oscillate at the same...Today, 03:54 PM
