      I retested with the new meter, and all terminals are showing correct voltages.

        So do you mean the STBY 5V is now showing 5V instead of 3V?

            After checking it again, several times the original readings are correct. All 12 volt terminals show 10 volts and all 5 volt terminals are showing 3 volts. I'm not sure why it keeps giving me different readings but several tests are showing the readings I just mentioned.

              I was confused as to why I keep getting different readings so I had a friend come over (he has a little more experience with electronics than I do) and he tested it for me as well.
              He found the same results as I, all 12 Volt terminals show 10 volts and all 5 volt terminals are showing 3 volts.
              He was never able to get it to show anything else, we have tried 3 different meters and they are all showing the same thing.
              sorry for all this confusion and again thanks for the patience with my inexperience.

                I would say you have a bad power supply. If you want help troubleshooting it will need good pictures of back of board with traces exposed
                I assume no responsibility for any stupid suggestions I might post.

                  More in depth power supply troubleshooting required. Need good straight shot high res of the top and bottom side of that power supply board.

                          The PSU should only produce 5VSB with the main board disconnected. Nothing else. You can't get to read any other voltages on the secondary with the main board disconnected, until you supply 5VSB to PSon. Just sayin...
                          Can we see the component side of the PSU too?
                          While you are at it, snap a pic from the main board as well and post the model number of the TV.

                                  The "PS-ON" shows 3V when the power switch is activated and it shows 3V when not activated.

                                    now disconnect everything from the PSU and just plug in the PSU by itself. Measure the 5VSB and the PSon pin again.

                                        Measure the 12V pin also to see if it is showing 10V too.

                                          Q12 top right corner section appears to be disintegrated. 2 up from D12 Also a leaking capacitor can pull voltage down. If that transistor is shorted it could be hitting some resistors that are acting like a voltage divider. if the short was to full ground it would be more obvious and easier to find.
