Show us the EBAY seller web page and the picture of the unit you bought.
    I see some on EBAY:
    http://www.ebay.com/itm/Stancor-GIS-...oAAOSwd2xXP~t-
It is the same transformer, same as in the link you provided.

That link http://www.ebay.ca/itm/222226718872#ht_166wt_1319 shows a picture of a 220 volt to 110 volt step down transformer. which is what you got
      I suspect it is a GISD-1000
So if you connect it to a 220 volt outlet you will get your isolated 110 volts

The eBay seller lied in his listing as it says its an isolation transformer. Opened a return request since its useless to me.

          Re: Isolation Transformer

The ebay picture above may well be an Isolation transformer but the spec says:

          Input 230V 50/60 HZ
          Output 115V 1000VA 8.7A

To check if it is an isolation transformer measure resistance between the input and output terminals which should be open circuit between Live In /Live Out, Neutral In / Neutral Out.

GISD-1000 IS isolation and also a step-down transformer as shown in his description and also in the spec. sheet.

            'Stancor GISD-1000 Isolation Transformer Used.

            Plugged in and works.

Mounting brackets are slightly bent (see pics). Device shows some wear and tear.

            Input 230V 50/60 HZ
            Output 115V 1000VA 8.7A

            Sold as is no returns'

See attached spec sheet for GISD-1000.
            You should have bought GIS-1000

                  Re: Isolation Transformer

I did a resistance check and there is no continuity between the input and output so it is indeed isolated. Problem is I am only getting 60VAC since it is a step down. Is there a way to modify or some way i can still get it to output 120VAC.

Fuck sakes wasted over $120 on this useless piece of shit, just a big fucking paperweight. I may try and sell it on ebay to recoup.

                          not exactly my question,
in the u.s. the main fusebox is fed with 120-0-120
so you can use both phases to get 240v for big stuff like tumble-dryers

"We have offered them (the Arabs) a sensible way for so many years. But no, they wanted to fight. Fine! We gave them technology, the latest, the kind even Vietnam didn't have. They had double superiority in tanks and aircraft, triple in artillery, and in air defense and anti-tank weapons they had absolute supremacy. And what? Once again they were beaten. Once again they scrammed [sic]. Once again they screamed for us to come save them. Sadat woke me up in the middle of the night twice over the phone, 'Save me!' He demanded to send Soviet troops, and immediately! No! We are not going to fight for them."
