Dick_barton so here are the reading..
for the 1117AG if the black lead is on #2 and red lead on #3 reading is 3.4v (if you reverse the lead it is -3.4v. And if red lead is on#2 and black lead is on #1 the reading is 1.7V. if you reverse it is -1.7v)

For 1117-33Z black lead on #2 and red lead on #3 the reading is 1.9V and if red lead is on #2 and black lead is on #1 then reading is 3.2V

The 5.2V is when i measure pin #1 and pin #3

black lead on a chassis point of the tv,red probe on the #1 #2 etc.

Both regulators are fixed according to their markings. Ones 3.3v, the other 1.8v. Pin "1" is ground on both so you've already taken the measurement requested above anyway.

Looks like both regulators are working as their output voltages are pretty much as expected.

I still think this has something to do with the PS_on pin not going low as it should

for shits and giggles... take a can of air upside down and freeze the eeprom chip. Turn the TV on and see what happens.

LMAO i froze it and plug everything back in just like how it is originally... plug the power cord in.. nothing! BUT less than a minute later i got backlight!!! i even have a hdmi connected. Unfortunately that was all i got. No sounds no pictures, no responds from the power button and or the remote. And still no voltage at all from the power button mini board. (shown in the attachment)

So i unplug the power cord and plug it in again, the backlight didn't come on. I froze it again and i got backlight!!!

So does that mean the eeprom is dead? or the whole main board is dead? and shouldn't there be some current going to the led/power button board?

did you heat the main board already up with a hair dryer? Not hot hot, but so you can still touch it. See what response you get from the main board.

BTW freeze that S24C512 eeprom only. It is the little 8 pin IC in the bottom left corner next to the RF TV coax hook up.

Bad news... it took the main IC out. So either you get a replacement IC, or a new main board. At this point I get the main board, because you just don't know what else is bad.

UPDATES.. so the main board came in just now. I replaced it and plugged everything back in with my fingers crossed. The back light came on but it flickered. Just to test, I unplugged the tcon and it still flickered so i plugged it back and disconnected the little mini power button board and BAM! i heard that familiar sound of samsung tv and it came on. With all of your helps.. the thunders fried the main board and the power button board. Now I have to find where to buy that little board. Thanks so much guys!!!!

The voltages all appeared to be good in your original posting.
I wonder if rockit711 may have touched upon a possible problem.
Have you measured the voltages on the IR board to see that they too are present.
It may be that the keypad/IR board is not responding.

So did the IR board contribute to your fault? Just for others to be aware of it if they have a similar problem if it was part of the problem.

At the moment it seems like it is. But it won't be until the new IR board arrive then i be 100% sure. With the new main board replaced i get voltage readings at IR connection (there were none with the old board) but when i plug the original IR in with the new main board the, tv turn off and backlight flickered at time.. so that IR board must be fried along with the original main board.
I was wondering is there a way to change the title of this thread and add "resulting from a power surge" at the end so others ppl with similiar problem can quickly search for it...

Final update!!! YESSS i got the tv to work again.
Summing it up.. After some heavy rain and lots of thunders i came home to a dead tv. No std by light and no backlight. Everything on the power supply board looks good and got all normal voltage readings.
From the main board, I saw physical damage to any components but i got no voltage readings at the IR board connection. As recommended by you guys, I did some freezing and heating up of the chip and got no respond. So we all figured that the main board is fried.
I replaced the main board and got reading at the IR board connection but when the IR board is plug in the backlight flickered and turn off. I figured that the IR board is also dead so i got that replaced too.
So 2 boards was replaced and the total cost is $86. I hope these infos can help someone else with similiar issues.

Help same Tv except went dead on me while watching plugged it up power button does nothing only white flashing light
