Your original BIOS backup had errors, random data in some places, maybe you were using a WSON8 probe and it moved during reading... When using a WSON8 probe make several backups and compare them with hex editor, should be identical
Try, hopefully fixed, replaced BIOS region and added your S/N etc.

Very likely the fan that burned when connected to the lab PSU was shorted/defective since the beginning, that's why the 12V supply in the board was entering protection mode
PWM signal sent by EC controls fan speed, probably one fan is meant to be controlled based on CPU temp, and the other fan based on GPU temp

You read wrong chip, W25Q16JW this is NVIDIA VBIOS for RTX 3060 not "EC", repeated 8 times as you selected a 16MB chip
Please stop calling random SPI flash chips "EC", most EC/KBC/SIO (brand: ITE, ENE, Nuvoton etc.) have internal flash
