Use the original chip W25Q80EWSIG it's 1.8V flash chip, make sure your programmer supports 1.8V chips
Your replacement W25Q80BV is 3.3V, won't work, that's why it is not detected
According to schematics you can also use MX25U8035FM2I
Or take a similar BIOS chip from a dead GTX 1650/1660 or RTX 20xx series desktop GPU, check datasheet first

Dell uses a 1-wire EEPROM inside the AC adapter to determine the power rating, you'll need an oscilloscope or logic analyzer
Check if the middle pin on the non working AC adapter isn't damaged, the cable may also be broken on the inside

For the throttling I'm not sure, only saw reports of audio not working, SSD not detected, or slow boot (not related to CMOS reset) related to problems with ME region, from people who tried flashing a BIOS from another laptop without cleaning the ME region first
According to the schematics there's also another thermal sensor U5901, with Q5901 and Q5902 used as thermal diodes

Resistance should always be measured with power removed from the board, otherwise you get a wrong reading
38K is normal, you have PR418 61.9K in parallel, according to parallel resistor formula you get (100K * 61.9K)/(100K + 61.9K) = 6190000000/161900 = 38.23K
You can heat those thermistors with your hot air station set to 100 deg.C to check if they're working properly, resistance should become lower
For the "No sound"/recovered from backup issue, it could be that someone flashed a random BIOS from another laptop (same model), that could cause random issues...Leave a comment:

May be related to PROCHOT, at least on Intel CPU you can try using ThrottleStop to disable BD PROCHOT as a workaround/troubleshoot the issue

I can't test it as I don't have any PC/laptop here with Intel CPU (program won't run on AMD CPU)
Also download HWINFO64 and select Sensors only on the dropdown box
If disabling BD PROCHOT works, follow VR_HOT# in the schematics to try to find the root cause, either it's being pulled down, or the pullup resistor is faulty

First, unpack the BIOS update dmcn44ww.exe from Lenovo website with innoextract https://constexpr.org/innoextract/
You'll get 2 files: WIN64.exe and WIN64.bat, extract WIN64.exe with 7-zip
From the extracted contents, you have a file named "Majolica.fd", this is Insyde BIOS update
You need andyp's PhoenixTool 2.73, it's on another forum (requires registration, i'll attach here); to decompress it into modules (the PD firmware is not inside the main BIOS 16.384KB, it's on the .fd)

Test on the AGP system with both AGP and PCI cards installed, set the BIOS to "Init display first" AGP
Monitor connected to the AGP card of course...
Boot into the OS and check if the PCI card is detected there
As for 3.3V/5V, the slot is keyed differently, you either have a 5V card, or universal 3.3v/5V
None of the PC motherboards I have (dead or working) have 3.3V 32 bit PCI slots

Serial number matches on HP website, HP mixed 2 different BIOS for the "same" model, one is F.36 (F.36 is for the 14-dq2xxx), the right BIOS for the 14s-dq3xxx is F.70, you have to select Win11 24H2 as the OS to get the correct BIOS

I saw the video, it may be a short somewhere else in the power on sequence, as the EC seems to be resetting, indicated by the charge port LED
The heat in PU8600 may be a partial short in the +3VPCU LDO output, I don't have thermal camera to check what's the "normal" heat of that chip
Measuring resistance to GND on the dead board at PC8615 (+3VPCU), i get 67.8Kohm
Check PU9600, it's a load switch, the input is 3.3v at pins 1-2 and 6-7 from PL8600
The outputs are labeled +3VSUS and +3V, check for shorts to GND at pins 13-14 and 8-9
