Becareful when you check the filter caps because these are at the hot side of the PSU.Check with your multimeter on DC black to - and red to+

Well the Voltages seem to be present.
So as capleaker suggested, now you need an Oscilloscope to see if the signals from the main board are being fed to the T-CON or not.

Have no idea what an oscilloscope is.........sorry please help me out

The chances of getting my hands on an Oscilloscope is probably next to none .......Have I just hit a dead end? or is there another path I can take to resolve the problem. Either way my friends I appreciate the time and patience that you people have put in so far.....

No problem. Many moons ago, I started out as noob too and had no idea. However, at this point I would really like to see if the main board is putting out the Low Voltage Differential Signal (LVDS). That is on that ribbon cable from the main to the Tcon board. Since you don't have an oscilloscope, maybe a replacement main board is on order. I am out of ideas for now. Unless Budm has another trick up his sleeve, he is really good.

Found the spec sheet for the panel but there no way to put the panel into self test.

So it is a matter of trying out the new main board since you do not have the equipment to look for the signal outputs of the main board.
The main board also has the FRC (Frame Rate Conversion for doing such thing as 120Hz frame rate) circuits so the problem can be in that section.

Wondering if this could shine any light on the matter on hand. I disconnected the wired connection (the metal one with a bunch of wires) on the bottom of T-com one at the time. When I disconnect the bigger of the two the whole screen goes black as if the TV is off and when I do the smaller one the is no change to the screen as if its on but no image.

I will ask around to see if I can borrow that special tool.

Hope this can help if I dont find the tool needed.

Budm .....do you think by replacing the main board it will resolve my problem?

Do you thick my power supply is good or do you think I have several problems .....power supply, main board and possibly other pieces?

Looks like your my only life line.....and I am hanging on for dear life.

Without checking the LVDS with the oscilloscope, we can't proof that there is actual a signal coming out of the main board. After that we can only guess to take a chance or not replacing the main board. To tell you the truth, I'd be lost without my 100Mhz oscilloscope, because it would limit me quite a bit on stuff I would be able to repair.

So if the replacement main board is cheap, go ahead and see what happens. But to be 100% certain we need to scope that LVDS, there is no other way around. Either take a chance on a new main board, or borrow a oscilloscope, then we can say if the main board is 100% bad or not.

I found two oscilloscopes for sale locally .....would either one of these do the job?

The first one is:
Hung Chang 20 Mhz dual Trace oscilloscope Model: OS-620

The second one is:
Oscilloscope Tektronix 564B Storage
seems to be a 10MHZ

at your pervious posts you wrote you can see TOSHIBA logo sign.. when you push the tv to start many time... is this sign logo of Toshiba show on the LCD ? and i think yes its,, then no need to oscilloscope.
