Here is how to fix them:

        17PW26,
Very common issue is bad capacitors please check the fourm for how to diagnose badcaps. The smaller ones and the ones in a group of 3 under the main mother board plug should be changed.

        17IPS19-3,
Common issue with these is blown output diodes which when failed wont let the Tv turn on (protection circut engaged) you will need a DMM to test have you got one ? Or the software for the Tv has corrupt meaning mainboard fault you will need to re-flash the firmware if so.

Does heating the psu make it turn on faster ?

can you try heating a certain area a time to narrow down the area that makes it turn on faster, with this fault i use a empty cardboard kitchen roll tube and aim the hot air down it so i can heat little areas at a time.

I repaired a 17PW26-3 last night. Bulging 2700uf cap along with others. As Reecey says, replace it. Often caps in the Vestel PSUs aren't visably failed but have a high enough esr to cause issues.
