I would say bad panel or T-CON, more likely to be panel due to bad TFT driver ICS. Try having one ribbon between the T-CON and the LCD panel connected one at a time to see what you will get.
finaly got to strip this tv down, it samsung Le32B450C4W.
found the problem, it is the ribbon cable between the T-con and screen, looks like liquid damage,
so i cleaned it all up and and found the ribbon cable was burnt, and contacts missing, also burnt hole in it.
i found a T- con on ebay for £3, but cant find the cable for it,
any ideas fellas
that is part of the panel. you will either need to buy a new panel or fix that connector which isn't very likely. some people have attempted it but not sure on the success rate. buying a new panel isn't an option in my opinion cause a new tv is cheaper than a new panel.

no fella, it's a 2 inch ribbon cable that connects the screen board to the T-con,
it's not what your thinking of,
i think you are talking about the screen tabs.
