Sony KDL-52V4100 13 blink code

I have picked up this TV and has the 2 sec to black symptom and then shows a 13 error code.
I can't find the service manual for this model, so I'm not sure what this eror code means. From my previous experience, this code means that a CCFL tube is out.
I have tested all the balancer's transformers, they look good. I have took the panel apart and looked for a bad tube which I couldn't find one, even replaced some that were blinking a bit, but the TV still shuts down.
The balancer, receives the 12V.
In one spot, the tube still blinks slightly even after I have replaced the tube with a used one.
Any idea, on what else can I check?
Any help would be appreciated.

Heat up the tcon board and try to power up. Especially pay close attention to heating g the ic's where the lvds cable enters the tcon.

Do you think that it's a T-con issue?
I have found this video from norcal, which shows the 13 blink error problem.

I'm almost 100% that is my problem too, the only difference is that I don't have any tube completely out, but I have at least two that are blinking, which I don't think it's good either.
I will have to take some more measurements at those transformers, after watching this video.
I don't remember getting 0.2 Vac numbers on my meter, more like 9.38 Vac and 10.99 Vac. I will have to use that min/max button and get the exact numbers and I will post them.
How much can they be off from minimum to the maximum values? I will have to measure the output at those diodes too.

Balancer error. either lamps or balancer transformer.

I have measured LD and it's 10.66V while it's on and then drops to 0.715V, when the tubes light up.
From the manual, at the CN6706-6, which is the LD goes low is the LCD panel.
I assume, they mean one or more tubes are bad.

I know those videos, I have watched the Sony one, before I started on this TV.
I don't understand how he gets 0.2Vac? I'm getting 8.9-10.7Vac.
I have to learn, how to use the MinMax feature of my meter. It doesn't work, the way as his 115 meter.
I'm getting in the thirty volts at the cathode of those diodes, on both balancers.

Yes, I'm measuring the 24 test points. On the cathode side of those diodes, there is 35V.
I had difficulty using the MinMax feature on multiple points. Now, I understand that I have to reset the meter, after each measurement to be able to measure the next test point.
I guess it's enough, if I measure one ballancer, the left one or right one, right?

I.E. 120 VAC = 120 Volts Alternating Current. 120VDC = 120 Volts Direct Current.

Check the AC on the Anode side of EACH Diode, the circuit is and OR Gate setup, any High on the ANODE of any one of the Diode will show up on all the Cathode.

At the test points I'm measuring Vac and at the diode's cathode Vdc.
Ground is the TV's chassy, right?

Yes. VAC at the Anode.

"So, Norcal how gets 0.2Vac?" If you look at the video, the first test was at the test point where he gets 0.2V, that is the good section where the lamp is good, then he move the probe to the bad section, then the reading shows 2VAC , that is where the bad lamp is.
Look at the video again at the 00:59 and at 01:14

I understand that, but at every test point, I'm getting voltages over 8V. I never get that low voltage as he does.
