There are two connectors going to tcon, one going to mainboard and one going to powerboard, looks like one of those signals is missing?

I checked the fuse on the LED board meter reads 000.1

Tested voltage across each end of fuse and meter reads 12.68

Can you please clarify as to how you perform the test?
Did you put meter probes on each end of the fuse and it shows 12V, or you keep one probe on the chassis at all time and then probe each end of the fuse one at a time and it shows 12V on each end?

Sorry I had to take a break and do tons of house work. I got back to the TV. On the LED drive board I used Ohm to test the fuses.

On the t-con board I tested voltage with one probe on chassis I get 12.56v on each side of every fuse. Before the red light sequence.
