It turned out that there were two problems The first was another solder blob shorting the 12v rail. The second was an incompatible transformer. I replaced it with another 35 size from another dead PSU. Put it on the tester and it fired right up. The 12v was a little high at 12.6, probably due to not having much load, but all the other rails looked fine.
