How did this situation happen? Failed BIOS update, or ...?
Have you tried another (known good) ram memory? Did you tried to remove main and RTC battery, to exclude possible bios freezing?

I suspect failed bios update, I replaced the CMOS battery and check all memory modules.

What do you mean - "suspect"? Did you tried bios update or not?
Try the attached dump (it's your original + latest available 1.14.0 bios version at the Dell support page for your model).
If the problem remains, I'll additionally clean the ME firmware.
