OK, we need to fix the 5VSTBY first. Check or replace start-up/running cap C22, C33 (33UF/35V), make sure R65 (5.1 Ohms is OK). Zener Diode ZD4 (15V) is really 15V (I just fixed one last week, the Diode mode test OK but it becomes 10V Zener instead of 15V). You will need variable power supply and a 1K resistor to test the voltage of ZD4.

Question on this.. wherein you see on the corners of this power supply.. the metal around the two mounting holes that have them, do you just ground these out, and turn the board over onto say.. an anti-static matt; in order to test the Zener w/ the VPS attached to the 1k resistor?

To use Variable power supply to test the Zener diode, you will have to remove the Zenner off the circuit board.
Before taking the Zener off the board, you should verify the DCV between the two legs of the Zener when you power up the board, just put the board on insulated sheet first. You will be working in the HOT DEADLY side of the circuit so you should power up the board through GFCI outlets.

Example of how to test the Zener using power source, in your case it will have to be 18V or more power source.
