At this point test the Voltages on that balancer board diode as shown in the Video, you will have to turn the TV off and on when you move to the each next diode.
" and 13.16 from pin 7" That MUST BE AN ERROR on your part because it only has 12V supply to run the comparator circuit on that balancer board so no way you can have 13.16V.
Look at your meter to see exactly what it is showing on your meter display, more likely it is 13.16mV, recheck your reading. It is VERY IMPORTANT to get correct data! V and mV are not the same.Quit due to disrespect from unpaid sta,ff.

Well, the 12 supply feeding the comparator circuit and you get 13V out off the circuit that has no Voltage booster but just a simple IC comparator circuit, then I do not know what to tell you.
Do you know what LD pin is? that pin is normally HIGH >11VDC, it will go low when it detects bad lamp which what you have, that low is an error signal to tell the inverter circuit and the main board to shutdown the inverter circuit, that signal must have gone low otherwise your backlights would not have gone off due to error detect. That is the reason why i suspect it to be in mV range not in the V range as you report. You can also see the block diagram and explanation on how the comparator works in that Balancer board which is explain in that SONY trainning manual I provided.
BTW, those Voltages you test on the those diodes are fed into the comparator circuit.Last edited by budm; 02-22-2018, 03:16 PM.Never stop learning

@nomoresonys budm was pointing out an error in the video which could have bad consequences to anyone following his verbal instruction. Not sure how you could take that personally. My guess would be if you told tampatec about the error he would thank you for pointing it out and add a correction to the video.
@OP, was this set wall mounted ? If the solder joints are ok at the ac power in then it's possible your power cable is needing to be replaced. I ask if it was wall mounted to see if it's possible the cable was kinked against the wall behind it.
