    here are some voltages off that inverter.

    VBL 23.97v
    VBL 23.97v
    VBL 23.97v
    VBL 23.97v
    VBL 23.97v

    ERR 5.447v
    BLON 3.26v
    E_PMM 0.894V

    Measured this at the capacitors going into the positive side of the LED connectors.
    C96 23.74v
    C95 23.73v

      No boosted Voltage at the moment.
      Keep the meter probes on the Plus and minus legs of C95, then turn on the TV to see how high the Voltage jumps up to before settling down to 23.74V.
      There two fuses (F1, F2) on that LED power supply, are they OK?
      The ERROR Voltage may be the clue to the problem in the backlights circuit or the LED, but I do not know if 5V is normal or <1 V is normal for the Error signal.

        C95 voltage spikes to 44.0v then settles to 30.v then goes to 23.74v
        Them fuses are also fine

          So it looks like boost converter goes into shutdown mode. This panel has 8 LED strings so it can be that one or more is bad, You will have to check the Voltage at each one of the VLED- pin each time when you turn on the TV to see what you get on each pin, so leave the meter black probe on the chassis and red probe on VLED- one at time them turn on the TV while watching the meter to see what the Voltage jumps up to and goes down to after 5 seconds on each one of the eight VLED- pins.

            Sorry what kinda results am I looking for 0.800v spiking to 13v?

                Here’s another motherboard that needed a full recap: an ASUS P5GC-MX.
                This one was gifted to me some years ago by user Pentium 4, along with a few other goodies. It actually came in working order with no bulging or leaking caps. However, I noted there were United Chemicon KZG caps everywhere on the motherboard. The CPU VRM output (CPU V_core) was the only exception: it had only 2x KZG. The rest was 6x UCC TMV 4V 680 uF caps… which aren’t any good news either.

                So here is what the motherboard looked like with its original caps:

                HP 450 g1 keeps turning on even tho I shutdown/sleep . one way to stop the turning on cycle is pressing the power button few seconds thus force powering it off. But then sometimes it does not turn on at all but next day I try again to turn it on and it turns on....

                A device with specifications
                Toshiba Satellite PRO A50-A is here to replace the hard drive.
                The hard drive has been replaced and there is no problem, but there is another problem, but the customer does not care to fix the problem.
                The device enters Windows without any problem and works, even I put pressure on the CPU and graphics, but when I turn off the system through Windows, if I want to turn it on again, the system switches, but it turns off quickly within a second, and this routine continues. It is turning on and off within a second and soon it turns off....

                I've been seeing a lot of cheap-looking (but not always so cheap) no-name AGP video cards on eBay for a while. They started popping up quite a bit when the market for AGP cards became more alive all of a sudden due to interest in “retro” PCs. One thing that struck me about these cheapo cards is that they almost always seem to come with garbage caps - including the abominable Sacon FZ. That aside, though, I've been wondering about the rest of the quality (or lack of?) on these cards. So I decided to satisfy my curiosity yet again.

                This one was actually suggested to me by ChaosLegionnaire....

                VX3276-2K-mhd-2 Random Turning off

                Recently staring turning off more often, brightens set at 50% - monitor back side in PSU area is very warm to touch, also at front left corner getting hot.
                When changed brightens set at 30% no longer turning off , and no longer I can feel any heat in this areas.

                This can be signs of bad capacitors causing overheating PSU ?
