Maybe reece will advise us on those diodes (the top edge ones) and what voltages they provide as in your chart you have posted most are ok.
this was my thought too regarding the bl-on voltage hence i wondered what main board this set used plus what the diodes do on the psu that go faulty maybe one of those feeds that circuit?
Keep the mainboard unplugged, test the main connector for the Mb for the following voltages:
12v
5v
3.3v
Then test the connector going to the inverter for:
24v
If these are present with the Mb disconnected your Psu is ok if not Psu is failed.

he has posted the results reece in post 20 looks like he has bl-on missing and a 18v? the other voltages are there so probs a mainboard issue as budm advises
Hmm mainboard issue then, Ive had 17MB62, 17MB60 and 17MB82 fail like this shorted Cpu due to poor heatsinking.

Vince 18v is not generally used on 32" sets with smaller size Mbs Ie MB62 etc. However on Vestels you never know what design they are going to use for a Tv lol Id expect you to know that by now
