I have this TV that just developed this black bar today.

Ohh dear, as its fully black I would say the panel ribbon cable going to that part of the screen has come lose if reseating it does not work the panel has failed but doubt that as these are quite reliable.

Take the back off and reseat the address driver going to that section of the screen its on the bottom of the screen.

I just did that. It didn't help. When I turn the tv on with the corresponding ribbon cable, the bar is not solid black any more but grayish with lines.

Clean the contacts with ipa and reseat it a few more times they are hard to get in perfectly.

Bad Panel, you could try and swap the lower C buffer board but that looks like the address IC in the ribbon cable has failed due to heat.

I have had a couple of these and while they are a decent panel they are known for this sort of failure.

What is ipa? Can I use alcohol?
Cleaning it with alcohol and reseating it a few times didn't help.
Should I even bother with trying a "new" c buffer board?

On last thing do the pins of the ribbon cable look corroded at all ?

No, really clean. I just bought a new mainboard for it in January as I followed the trouble shooting in the service manual for the blinking led.
I narrowed it down to the a board. It ran for a month now this.
I'll list the parts on eBay, hopefully I can recoup what I spent on the board and new fans for it.
