I wouldn't think with big dead band like that will cause by T-CON or Main board, it is so hard to be 100% sure.

The only thing that is throwing me off is that the band is one colour and horizontal. That means the source drivers of the panel are working, and it rules out the gate drivers as they can't discriminate single colours. But, it's possible that some signal between the T-con and the drivers is causing a malformed image, this could be a panel fault if the fault was a short on one of the drivers or something like that.Please do not PM me with questions!
