Hard to tell, looks different to other failures I've seen before so would consider main board as a possible cause. Or t-con if it has a motion FRC on board.

I wouldn't think with big dead band like that will cause by T-CON or Main board, it is so hard to be 100% sure.
I wonder what the on screen user menu looks like.

Yeah I thought the same budm, It was that huge band that made me think panel... If it was just the other lines in pattern I would of thought differently

Re: is this a defective lcd screen?

The only thing that is throwing me off is that the band is one colour and horizontal. That means the source drivers of the panel are working, and it rules out the gate drivers as they can't discriminate single colours. But, it's possible that some signal between the T-con and the drivers is causing a malformed image, this could be a panel fault if the fault was a short on one of the drivers or something like that.

It is only 60Hz TV so it does not have FRC.

the screen doesn't even change when I press menu, so I take it its defective panel]

This is not a guarantee - a defective main, or in rare cases the T-con could also cause the picture (or what is left of it) to freeze up.

I'm not saying the panel isn't bad -- it's a crapshoot either way.

There is also a slight "shearing" of the picture on the top section, going towards the bottom left, starting at the top right. Or is this just an artifact of the screen refresh timing and camera timing?

I'm talking about the screen, whatever that failure is causing it to display. There is a shear in the picture.
