OK, that does not make sense, the 56 ohms resistor is fed to pin 3 of the IR BUT YOU READ 268 Ohms.
To get 56 Ohms to gorund between the pin 1 of the connector and ground, it must have faulty part some where, the on one I can see will be C4054. Check the resistance of that cap and remove it if it still shows < 100 Ohms.

4051 and 4056 showing between 6.5 and 7 ohms but from the best of my testing the ir sensor does appear to be shorted

Thank you for taking the time to help me with this! I do not have any replacement parts but it seems we have it pretty well narrowed down to the ir board so I'm just going to replace entire board.... $10 on SJ so not bad at all.

OK, for $10 it will be cheaper than buying all the tools to fix the board, just make sure to give us the follow-up on the repair.

Re: Magnavox 46ME313V/F7 powers on and off

With my IR board out. Measuring resistance black lead on pin 7; every pin, 1,2,3,4,5,6,8 and 9 all read an open (using 2000 ohm setting)

I did swap the leads just to see if it would make a difference:

              pin 1 = 372
              pin 2, 3, 4 = open
              pin 5 = 1725
              pin 6 = 840
              pin 8 = 706
              pin 9 = 706

Only did this to prove you have to have the black lead on ground when making the resistance readings. I am sure there is a diode in there somewhere that gets forward biased with leads reversed.

Still didn't get the reading Cory did.

OK guys an update to this thread since the OP never came back . I removed C4056 and C4051 on IR board and tv will turn on by power switch and work fine and dandy. The ir is definitely shorted so i will be replacing it and should solve this TV problem.

Well after playing around the darn remote still works with tv even with those caps removed!!!!!! every function appears to work like normal i do not understand it but i will take it. Everything works.

Another update replaced those SMD ceramics on ir board and all still is well the tv works fine with or without them as long as you remove the shorted cap with 6.5 ohms of resistance...

So was ir sensor or caps?
I assume no responsibility for any stupid suggestions I might post.

SMD Ceramic cap with 6.5 ohms of resistance was the culprit... Replace or remove and tv works fine either way...
