OK, I see that too now in the picture, the white bar (CATHODE) is on the right and connected to the + of C7912.
That Q1 has nothing to do with the VCC to the PFC IC though, so we still need to find out where that voltage supply is.

Pin #7 of 3BS3LJ is 16.21 dvc as come from the Emitter Q7916 comon base circuit. this is the VCC to that IC
IC 7801 1608B and IC 7601 DDA002C in the primary circuits have no VCC I will start in those circuits.

Re: Question about jumpering P.S.-on command

The Customer said it displayed one long and one short led on front panel but it never came on for me. I have seen post elsewhere That one long and one short was either a bad Power Supply or a Bad Panel. Because I could not jumper it on I fugured it was a Bad Power Supply.
Well I received the 2nd New Power Supply and it to will not turn on. The Original and the 1st New Power Supply would not turn on when Jumpering the 5 volts to PS-On.
The 2nd New Power Supply does the exact same thing.
Then I thought that maybe the LEDs was the problem that the Power supply was not sensing the correct load. There are not any voltage or current markings on the power supply. I could not measure any reisitance across any of the pins in any combination or polarity. I have Samsung Led TV waiting on a Main a Main Board and its LEDs light when the power suppy is jumpered on. I tried measuring the reisistance on that LED panel and also got no reisistance with any combination. I have to eat the cost of this Power Supply. They will exchange it for a Defective part but not refund due to a mis diognosis.
Any one know how to test LEDs at the connector without taking apart the screen?

I have the same set and traced the one slow blink one fast blink to a bad led in the panel. I have fixed that problem but can not figure out how to clear out the error count to 0 to turn it on. Any ideals? It says in the manual the counts are cleared to 0 by the settings in the process A????

There should be a listing somewhere on this site to reset to factory settings. Maybe that would reset it.
