That is good, the LED inside the OPTO PH6103 for 'POWER ON' as shown in the circuit should now be on which then turn on the Photo-transistor inside the Opto, so if you check the DC voltage on the pin 3 & 4 of PH6103, it should be <1VDC, this Opto will force the 'MODE' pin2 of IC6301 (CXA3809M) LO. I do not have the spec sheet of that IC, you need to look it up to see how it works.
thanks i appreciate ur help but im not a tv tech...so this is way above me....prob will toss out tv......all i know is i get no 12v and no 24v on psupply.......at this point its not worth it to me......i would like to learn but i cant have you spend ur valuable time......thank you
i work 7days week 12.5hrs day as toolmaker.....and i own 6 rental houses.....my time is so limited.....this was kind of a hobby...i have fixed about 100 lcd and plasma tvs and 40 lcd monitors but most were board swaps or cap replacements.over the past 7 yrs.....but dont do it much anymore ..........im very novice.....
What it means is, when the pin has a high input (at Vcc voltge) the IC is in standby mode. When the pin is brought low (to ground) the IC starts up and the power supply is supposed to turn on.

shopjimmy sellls a ps repair kit for this tv with 12 compobents and ic6301 is one of them..rest are ic6101,q6301 6302 6303 6304,r6107 6342 6348 ,d6308 ,f6101
and i see a 12v pin on ph6301 but its 0v when i meter it
but like i said have no clue uf that means anything
PH6301 is an optocoupler, that supplies feedback signal for monitoring the 12v rail, If the PSU is not running there is probably going to be no signal there.
The IC you're looking for is in the middle of the board on the bottom side, the big SMD IC, according to those ShopJimmy photos
