That is good, the LED inside the OPTO PH6103 for 'POWER ON' as shown in the circuit should now be on which then turn on the Photo-transistor inside the Opto, so if you check the DC voltage on the pin 3 & 4 of PH6103, it should be <1VDC, this Opto will force the 'MODE' pin2 of IC6301 (CXA3809M) LO. I do not have the spec sheet of that IC, you need to look it up to see how it works.

May be you can donate it to local electronics training school for the students to learn how to do troubleshooting.

For the record, I found a datasheet for that IC (see attached)

According to it, Pin 2 (Mode pin) works thus:
                Mode select input
                (GND connection: Normal sequence
                VCC connection: Standby mode)

What it means is, when the pin has a high input (at Vcc voltge) the IC is in standby mode. When the pin is brought low (to ground) the IC starts up and the power supply is supposed to turn on.

the ps for this tv is really expensive and so is the mainboard...that tells me its a problem with this model tv......

Does Pin 2 of IC6301 go from High to Low when you tell the PSU to start up?

PH6301 is an optocoupler, that supplies feedback signal for monitoring the 12v rail, If the PSU is not running there is probably going to be no signal there.

The IC you're looking for is in the middle of the board on the bottom side, the big SMD IC, according to those ShopJimmy photos

Opto PH6103 is the POWER ON Opto, not PH6301.

If you look at the spec sheet, pin one is the one with the dot at the corner.
