That is good, the LED inside the OPTO PH6103 for 'POWER ON' as shown in the circuit should now be on which then turn on the Photo-transistor inside the Opto, so if you check the DC voltage on the pin 3 & 4 of PH6103, it should be <1VDC, this Opto will force the 'MODE' pin2 of IC6301 (CXA3809M) LO. I do not have the spec sheet of that IC, you need to look it up to see how it works.Never stop learning

thanks i appreciate ur help but im not a tv tech...so this is way above me....prob will toss out tv......all i know is i get no 12v and no 24v on psupply.......at this point its not worth it to me......i would like to learn but i cant have you spend ur valuable time......thank youComment

For the record, I found a datasheet for that IC (see attached)
According to it, Pin 2 (Mode pin) works thus:
Mode select input
(GND connection: Normal sequence
VCC connection: Standby mode)"Tantalum for the brave, Solid Aluminium for the wise, Wet Electrolytic for the adventurous"

i work 7days week 12.5hrs day as toolmaker.....and i own 6 rental houses.....my time is so limited.....this was kind of a hobby...i have fixed about 100 lcd and plasma tvs and 40 lcd monitors but most were board swaps or cap replacements.over the past 7 yrs.....but dont do it much anymore ..........im very novice.....Comment

What it means is, when the pin has a high input (at Vcc voltge) the IC is in standby mode. When the pin is brought low (to ground) the IC starts up and the power supply is supposed to turn on."Tantalum for the brave, Solid Aluminium for the wise, Wet Electrolytic for the adventurous"

Does Pin 2 of IC6301 go from High to Low when you tell the PSU to start up?
PH6301 is an optocoupler, that supplies feedback signal for monitoring the 12v rail, If the PSU is not running there is probably going to be no signal there.

This is my first attempt at troubleshooting a board like this, I know I could just buy a new board but I'm curious to figure out how this works. I've been testing different components in the evenings this week and I think the problem is with the IC failing to start up for some reason. When the board is plugged in there is no standby voltage.
Then today it randomly sprung to life like a zombie but shortly died thereafter. I have no idea why it would have done that and its the first time I've seen it running. I discharged capacitors on the board last night, then it was sitting today.... -

Greetings to all, a while ago my TV was dead, it didn't turn on and the standby light was off, the next day it is working. But these days it no longer wants to turn on, I did some troubleshooting, I disconnected the main board, I checked the voltage on the backlight and there is 400 DC, when I connect it again the main board the voltage drops, in all that troubleshooting, miraculously the standby light comes on and the TV works. Hi,
I’ve got a Sony KD-65XE8596 here that has no standby light coming on. I’ve tested the power board with the test meter, the TV needs 3.4 for the standby but only getting 2.4. Anything that I can change/check on the board to get it working? Pictures of the board are included.

Hi. I got a Vizio with no power or standby, and won't turn on with remote or button. I checked the voltages on the connector and all read 0.00V or nearly 0(0.050 ON/OFF pin). None of the pins are labeled STB for standby although I do see some 5V pins. Other than the obvious standby led, which isn't coming on, is there a way to check for standby voltage on this PS. I'm trying to see if my problem is the PS or mainboard. Some Vizios I have fixed with no standby led me to think it was the PS but it turned out being the mainboard. Any experience with this set would be greatly appreciated. -
I have got a Sony HCD-BX7700dbi that isn't worth a lot but I'm keen to learn how to repair and would appreciate some help with my train of thought. The protection circuit is kicking in and the standby light is blinking. It goes into protection mode within a second of powering it on.
So far the relay on the power board that enables the main transformer clicks on and then off when powering on the unit.
