"But a short on my multimeter would be a lot of resistance correct" I do not understand the term 'short on my multimeter'.
The MLCC will look something like CP16, CP18, they are light brown in color.

A short circuit would register on your multimeter as a LOW resistance. You can of course mimic that by touching the probes together creating a "short".

Ok I understand now. Thanks martell. And there is a MLCC cap right next to the ferrite bead I removed its labeled cp49. As you can see in the pict. And cp18 is for the input I think.

Here's the pict of the setup before I removed the regulator and the ferrite bead next to the big tab.

Try removing that CP49. Locating shorted out components is not easy since the connections can fan out to many directions for the circuits that are running off from the output of that regulator. SCH and PCB layout info will help.

My sincere apology for not finishing my thread out but I ended up buying a main board off ebay since it was only 26 bucks. And that solved the problem. I'm pretty sure the issue with my old board was the processor.

Vizio e601i-A3 - Has Sound and Display, But No Backlight - Bad Power Supply Board or Bad LED Bulbs ?
                    by Tynan Dill
I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

Upon bringing it home and plugging it up, it showed a standby light.

I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

The screen seems to blackout and stay black, but with a flashlight I can see the display.

With my Playstation 4 connected via HDMI, and running a game I can hear sound.

                    Assuming...

                    Hi.

picked up another TV. This time is a Vizio M65-C1. TV does not turn on. I had repaired another 60 inch vizio , Bad main board.
When power button is pressed, the Power led indicator on the bottom right, turns for a few seconds and then it fades away. No backlight or Vizio logo on screen. Removed back cover and repeated test.
This is the TV This TV is a little different from the Samsung I have worked on. Power supply is on the Left side, Main Bd is on the right side, T-CON , not in the picture is on the bottom. I am assuming that the boards in the middle are the LED...

Vizio M65Q7-H1 Red Vertical Strips fixed by tape blocking LC1 signal to half of the panel

                    Failure Symptom

No picture, just red vertical stripes. Google search shows quite common problem for these recent Vizio M series although red vertical stripe pattern may differ. Some call it "Netflix" boot screen haha.

                    Where is the short?

Panel has 4x buffer boards. Quickly found the 1/4 panel buffer board with the problem by selectively disconnecting buffer board flex cables.

Having recently fixed another Vizio with similar symptoms that was a shorted ESD diode array ( link ) Probed the ESD diode array but...

Repair of Sign WiFi Smart Plug PCB: SA-P302A v1.2 due to bad caps - with schematic
                    by Per Hansson
I have repaired a Sign WiFi Smart Plug with model number: SNSM-WASINGLE sold by Spares Nordic AB in Sweden.
The fault condition was that the device gave no signs of life: pressing the push button did not cycle the internal relay and the blue LED did not come on and it was not seen on the WiFi network.
The fault was very simple, capacitor C3 on the PCB with writing "KSJ" and "LOWESR" had literally blown its top off, after replacing it the device works fine again!

As I find linear high voltage regulator designs interesting I drew up the attached schematic...
