46' Sony Bravia KDL-46VL160 does it look like a bad panel

I am thinking of buying this tv does it look like a bad panel or can it be a tcon board.Any help is appreciated.

Not 100% for sure, but this one in my picture is due to bad cap in the power supply:

Looked at the caps in power supply the looked good i took voltage reading of the connecter that goes from power supply to main board this what i got
1. 12v
2. 12v
3. 12v
4. 0v probably grounds
5. 0v
6. 0v
7. 0v
8. 0v
9 17v
10 17v
11. 3.3v
12. 3.3v
13. 3.0 v

Can main board cause this problem i checked the tcon board fuses they are good.any ideas what else i can check

You should write to each pin what it is. It's at the bottom of the board.

I looked at voltages on power supply connecter it was on back said 12v and 12v gound then where 17 are it said unreg 15v then 3.3 stand by then ac off det and power on number pin.they all look ok except 17v should be 15v

The bottom row caps read 44 ohms

Ok here is the latest update bought main board and put it in the tv turns on see pic then it shuts off and starts flashing code 14 blinks.Could this be tcon board or is it the panel.is there way to check to see which is the problem.

Well after replacing main board and tcon board it appears this tv ended up being a bad lcd panel just seems like lcd tv have a lot of bad panels.
