How can I convert this unit to have an outlet of 13.8v? There are terminals w/ 5, 194, 12volts in diff locations?

Also how many amps will it withstand if used on a ham radio?

I'm a newbie electronic repairman . I Know enough to keep my fingers off some things. But thats about it.

This TV trys to power when plugged in but only has a quiet clicking on Y sus board. Seems like one of the little round tin top transistors. The screen does some rapid flickering, white in color. Power button does not function. Must unplug the set to turn off power to the unit.

On the logic board, there are two micro diodes lit up green. The only thing I am able to check is that 5v and 194v are going to the Y sus board which is correct, according to the circuit...
