Sony Bravia KDL-40V2500 that will not power on

I have a Sony Bravia KDL-40V2500 that will not power on. The indicator flashes red 3 times.
I do not hear any sound and I cannot see any backlight.
I have tried disconnecting every cable on each board one at a time to see if anything changes.
The only change is when I disconnect AC-DET cable on the Power Supply board or on the other end if I unplug the CN7009 connection on the B-Board and try to power on the TV the indicator will stay on solid green until I power off.
My friend ordered another used power supply board but it is also doing the red indicator flash 3 times with that one.
So either both power supply boards are bad or maybe there is a different problem.

    testing voltage on AC-DET.
    With AC-DET cable connected 2.8 V
    with the AC-DET disconnected about 3.4 V

on the connector to the right, I am not getting 18V on any of those pins. It only reads about 0.2 mV on each one

testing voltage on the pins on this larger connector on the right hand side of the board I see only low voltage on every pin with the cable connected
But I get 3.4 V on standby pin with the cable disconnected
