Can you take straight shot of the bottom side instead of in an angle? Take the pictures of the whole bottom board, then four 1/4 section so I can easily see the traces on the board. Same thing for the top side of the board. I have to see it clearly to be able to trace the connections and read the component designators clearly.

OK, please check the fusible resistor R4 which feed the 380vdc to the 12v/24v transformer driver MOSFETs Q3, Q4. Also check R31, R58 the Source resistor for the Half bridge drive of the MOSFET Q4.

I checked the continuity of r4 r31 r58 all have continuity so i went ahead and checked all the rest of the resistors with the same -ww- what ever its called and the ones in the upper left hand corner marked r621 r622 have no continuty dont know if that means anything or not

OK, next we need to find out if we have B+ feeding the 12V/24V SMPS IC3 (DLA001A/L6598). You will put the DC meter black lead to the negative leg of the large filter cap C3, this the HOT circuit ground point, the red probe will go to jumper J36 (close to pin 6 of the large transformer T1), I expect to see about 12~15VDC when you turn on the TV. Be real careful since you will be working in the hot side, do not touch anything with your hands.

OK, since we are getting B+ feeding IC3 OK, I would now suspect that you have bad SMPS IC3.

If the original part is L6598, that should work.

so my power supply has dla001d ic and i am changing it to a l6598d ic but the chip has no orientation dot any idea which way it goes

I am not sure if DLA001D is same as L6598. There is a tiny orientation dot pressed into the plastic. Requires good light to see.

Perhaps it is best to replace DLA001D with DLA001D.
There WILL be an orientation dot. It is difficult to see.

                                  Typical SO16:

See the dot at bottom left.

but after looking at them closer one edge of the ic by the leg is slanted guess that is orintation
