OK, -usually- pin 1 is the left most pin when reading the label the right way up.

post 44 picture number 1, top right of the IC is pin1. Pin 12 is VCC pin which connected to the jumper where I have you check the voltage of around 13V earlier.
That D905 is for the start-up/running power supply (from windind of the transformer pin 1 and 2) once the circuit starts running, the out put on the Cathode side feeds to the low value resistors ( R914. 915, 916) which are connected in parallel and will burn up if it is feeding short circuits. So at least the transformer is being driven now with new IC and produce voltages but probably shutdown due to short circuit some where in that area.
So you need to check the resistance of those 3 resistors, and resistance on the left side of those 3 resistors and the primary ground to see if it shows low resistance.
all resistors are showing 0.15 which is what i think there markings say they are. For low resistance i am thinking it has no resistance meter only shows 1 on any setting from left side of resistors to a screw ground if that is what you mean by primary ground
Not screw ground, that is for secondary ground. The primary side ground is the negative leg of the large filter cap. Do you remember that I have you check the DC voltage feeding pin 12 of the DLA001D, you can take the resistance reading between those two point also, see post 47 and later. I have a feeling that you have solder bridge when you install the new IC.
