In your original post, you stated 1.24V, which is what made budm think it was bad, but with 0.24V on that pin, it means the regulator was probably good originally.

The mainboard is the one that send the signal to turn the 12v/24v power supply ON/OFF.

Hmm, I did not see if you have already verified if you are getting PS_ON signal (>3vdc) at the power supply board.
If that is the case then the main board is sending out the correct signal to turn on the power supply, and just to be sure, when you turn the TV off this voltage should go down to 0V. If that is the case, then we will need to troubleshoot the power supply.

But still dead, probably leakage. Let's check the PSU. Across the main 400V/450V cap you should measure 160V or so in standby, and 390V or so when PSON is high and TV "should" be on. Do you? Careful: High voltage.
After this test can you remove it and get pictures of the top and bottom side, nice and clear and in focus.

OK, so the signal for turning on the PSU is coming up, so the issue is elsewhere on the PSU.
