        In your original post, you stated 1.24V, which is what made budm think it was bad, but with 0.24V on that pin, it means the regulator was probably good originally.

          also when i check the fuses i get 5 volts on fuse 2 both sides and 0 volts on fuse 1 both sides

                  So what what do you think i should do try swap power supply or some other board. Some thing is not kicking on the 12volts right??

                    The mainboard is the one that send the signal to turn the 12v/24v power supply ON/OFF.
                    Please read the link below my signature to learn how LCD TV functions.
                    Hmm, I did not see if you have already verified if you are getting PS_ON signal (>3vdc) at the power supply board.

                        If that is the case then the main board is sending out the correct signal to turn on the power supply, and just to be sure, when you turn the TV off this voltage should go down to 0V. If that is the case, then we will need to troubleshoot the power supply.

                              Yes push power button gets 3.13 when power button pushed again gets 0.01

                                    But still dead, probably leakage. Let's check the PSU. Across the main 400V/450V cap you should measure 160V or so in standby, and 390V or so when PSON is high and TV "should" be on. Do you? Careful: High voltage.

                                    After this test can you remove it and get pictures of the top and bottom side, nice and clear and in focus.

                                            Hi all,

                                            i have a vizio VP422 hdtv10a that won't turn on it does 2 clicks when i plug it in, no response from power button or remote. The lite on the stand-up board on the PSB blinks 2 times pauses 2 times etc. all the voltage i have is

                                            5VSB--5.33
                                            PS_ON--0.49
                                            AC_DET--5.21
                                            VS_on---0.13
                                            no fuses are blown.

                                            any ideals?...

                                            Hi,

                                            I noticed a TV out on the street that had been thrown out. It was near my house, so I thought why not take it and have a look to see what is wrong with it. I'm not expecting to fix it, but I am curious enough to try and see if it's perhaps something simple (i.e. a simple board replacement). You can sometimes be lucky like that.

                                            Here's what happens:

                                            Plug power cord into outlet. A very faint sound can be heard coming from one of the components on the power supply board. Power LED is red which likely indicates standby.

                                            When the TV is plugged in the red standby LED comes on and nothing else... it won't respond to any of the buttons. I don't get any other signs of life from the TV.

                                            I know that a few similar Westinghouse models had an issue where the backlight ribbon cables would short out against the LCD frame, but I have tried turning it on with the backlight ribbons disconnected and nothing changes. I also partially disassembled the panel to inspect the ribbons and they look fine, I even added some electrical tape to insulate them from the frame just to be safe.
