Try a bios upgrade. This PD controller shows connections over SMBUS (I2C) for firmware programming so it is very possible that a bios flashing will also upload a proper firmware for the power delivery controller.

Using a PD bus analyzer you can monitor the dataflow between the power delivery adapter and power delivery sink (the side that consumes the current = your logic board).
Based on this PD log, you can view which contract is being selected by the PD controller under investigation. PD analyzer tools have dropped in costs over the years. We have a few different ones in the building but Cypress (aka Infineon); Total Phase; ST offer fairly inexpensive tools for such a review. This will at least give a visual on the packets being exchanged by the power delivery components.
