    Your problem has nothing to do with the power button. Just check pin 2 (lid_sw) on the connector to see if it is high.
    Firtsly, I should check all connectors for shorted pins.

      apparently the only additional board it has its the power button!
      the board its new(apparently)

          switch is 3.19V on it whether on or off ,should drop to 0v when pressed looks like the switch is o/c or no ground in that case ribbon cable damaged.

            Pin 2 LID_SW is at 3.37 on or off with the lid open.

            When I test pin 9 ON/OFFBTN, I do get 0.02V while the button is depressed. As soon I release the button, it goes up to 3.26 or so. Most of the time, sometimes, it stays at 0.02V until I take the probe off and put it back on. In which case it jumps back up.

            Very strange, I wonder how much of my testing is user error.

              As I told you. Your problem has nothing to do with the power board.
              Check if you have shorted pins on all connectors (i.e. LVDS).

                OK, I've been testing for continuity between pins on various ports. Not knowing what should and shouldn't have connectivity, I get some beeps no the RAM pins, some on the LVDS, a split second of it with various pins and pin 1 on the power board port.

                How do I know where there is supposed to be continuity and where it's a short?

                    I went over it with a magnifying lens, I don't see anything that looks bent or pressed together.

                    Any ideas of where I would look to find the most likely shorts based on the behavior of the computer?

                        yeah. and it looks new too. No wear on the inside of any of the ports. Doesn't mean it's not bad.

                          But since the symptoms are the SAME with the old board, I feel like it's got to be one of the original components. CPU, Power button module, or something else.

                                find a intel Pentium processor like this one P6200 .
                                maybe you can find it cheap.

                                  Any reason why you chose the pentium? If it's cost, I can find i3 1st generation on ebay for less than $10 often.

                                    Ok, solved. It WAS a bad, yet new, motherboard. The seller sent me another, I put everything in, and it booted right up. I then discovered the screen was also bad, but that's easy.

                                        Possibly a bad socket. Sounds like identical symptoms to my Maximus II Gene (LGA 775) before being RMA'ed in 2013. It had F-ed up socket pins.
                                        Even though laptops apparently never used LGA.

                                          Originally, this laptop was completely non-functional. I replaced the motherboard (part number 6050A3254002-MB-Axx), and with the replacement board it started working fine.

                                          For a long time, the dGPU worked perfectly stable. I played several hundred hours on very demanding games such as Cyberpunk 2077 without any crashes, instability, or detection issues. Performance was excellent and there were no warning signs of failure.

                                          I'm working on a Dell Latitude 5490 with a LA-F401P motherboard that has a very peculiar issue, and I would appreciate your insights.
                                          Initial Problem:
                                          The laptop was completely dead, no signs of life, no power LED.
                                          Action Taken:
                                          I flashed the main BIOS chip with a clean dump. This brought the machine back to life, but with a strange limitation.
                                          Current Situation & The Main Issue:
                                          The laptop now works perfectly when powered through the USB-C port. It charges the battery, powers on, boots into the OS, and functions 100% correctly....

                                          SO i turn the laptop on , and as soon as it starts booting from disk, from usb, windows,linux,HBCD,anything i boot it just turns off....while in bios menu or in linux boot menu it stays on normally...It's like when it starts to use graphics it shuts down...But i measured 0.72V while working on the GPU power line,no excess heat is comming from GPU or CPU, i even removed the heatsink and turned the laptop on and everything worked fine, got a bit hot, fan span to full speed, but it worked like that for few minutes in bios...
