Asrock z97x starts then shuts off after 4 seconds, sometimes more, no post

I have a really weird problem, this motherboard was working normally, someday it just started and all fans were running but didn't want to post, tried resetting bios, checking CPU and it was getting warm tried external gpu, flashed bios with programmer, but same problem.
Next day after several attempts the board goes into protection mode, no more staying on, I turn on the PSU fans starts directly turning, it used to not start until I press the pwr button, now it starts directly and fans spins, and shuts off after 3 seconds sometimes less, then won't start again unless I unplug the PSU and wait, today, I checked for 5v STB and it's there, it goes to the SIO, unplugged rams cpu socket , switched rams, nothing.
Then suddenly it starts without posting and shuts off randomly, and sometimes stays on sometimes turns off, I am lost, I checked the voltage to pson and it stays almost 5v, then at that time you cannot start it, when the 5v starts slowly decreasing until it gets to zero you can start it again, weird.
Anyone has an idea where I should start?

Edit : by the way I checked the atx socket for resistance because I thought I had a short at first, but some pins had low resistance but no shorts, I also check the cpu 8pin plug, I also tried with another new PSU.

Hello! Update, no one commented on my post and I am panicking!
I checked most voltage rails, and I bought 4 5th gen CPUs just in case, but the problem is still there, I noticed that the pwm driver is getting too hot, like it burns you when you touch it, check the image below, the CPU is getting warm the PCH too.
One thing to mention, there is a sharp sign # next to the pins I tested, are they supposed to be low to be active? Because most people troubleshooting online check for voltage, they don't check for 0 volt to know they are Active can someone elaborate more.
    Here are the voltages :

    RSMRST# 3.3v
    SLP_S5# 3.3v
    SLP_S4# 3.3v
    SLP_S3# 3.3v
    SM_DRAMRST# 1.05v
    SYS_RST 3.8v
    SLP_SUS# 3.3v
    VTT_DDR_VREF 0.74v
    +VTTDDR 0.74v
    DPWROK 3.3v
    DPWROK# 3.3v
    CPUPWRGD 0.0v
    CPUPWRGD_R 1.0v
    DRAM_PWROK 1.0v
    PLTRST#_IC 3.42v
    R_PLTRST#_IC 3.42v
    S_PLTRST# 3.42v

    Please help, anyone!
By the way the motherboard is running without shutting down now, but still not posting , is it normal for that pwm driver to get burning hot? After. Like 10 seconds or more, I flashed both bioses several times too, same problem
The boardview is in the Schematics section!

Update : after reflashing the bios and struggling for a week I managed to switch software and reflash the bios, the motherboard worked all day then suddenly cut off and restarted, did it 3 times in a day, the last time it didn't want to post again... When I flash the bios and plug it in the motherboard, turn it on for a bit I get 6 long beeps, then when I put it again on the reader and compare with the downloaded bios files, I find many differences, is it the motherboard changing settings on the bios file? To accommodate the boot process and devices? Or is it getting corrupt, I am using the latest bios, so I have no idea if it is reliable
