It could be a reset controller; the voltage is right. Examine the chip carefully - are there any signs of a flaw? Also, using an ohmmeter, see if pin 2 on the small chip is connected to a pin on the GPU - the one with the heat sink on top.
If it is, and you are very brave (or foolish, depending on the results), you can try shorting pin 2 to pin 1 and see if the monitor works.
