I found another troubleshooting guide, and it is directing me to the “A" board like tom66 suggested.
Tom as far as checking the crystals I do not have assess to a oscilloscope .These crystals can not be that expensive I would be willing to try replacing them.
When I push the power button on the front of the set/ the red standby light stays red and the fans start spinning.The set needs to be unpluged to turn it off. I ordered a factory remote control and I have not had much luck getting it to work.

Panasonic Th46pz850U Picture/sound?
On power on I have a solid red light all the fans are running.The panel is light very dimly,nothing is visible.

I am not sure what this means but with the LDVS disconnected from the plasma panel, it lights up bright white

Check this voltage regulator.
If my memory is correct it is a 1.8v regulator and it provides voltage to the front button switches.
If it is below spec. you will notice random shut off of the monitor....

Very good disassembly pictures!
This has proved to a very common fault on that style of HP from the 19”-23”models.
There will be times when you inspect the wiring you will NOT notice a fault, however if you strip about an inch of wire back on the return wire of the CCFL that's giving you problems you will find the wiring turned to powder.

As long as the monitor was on ,and powered down by removing the AC cord it will power up without the front panel switch connected.
Most monitors will return to the last state they were in when power was removed.
As selldoor mentioned please have a siginal going to the monitor....

I may have missed something in one of the posts, but the monitor looks for on/off switch to momentarily change states to either turn the monitor on or off. IE: if the on/off pin normally has 3 volts it will toggle to 0 volts as long as the power switch is pressed, when the button is released it will go back to 3 volts.
So you will always read 3 volts unless the power button is pushed....

Flickering of the PLED can be caused by several reasons.
Assuming you used the correct capacitors and they soldered in properly you have ruled one cause out.
An excessive load on the system could be another, what voltages do you notice going to the logic board and are they steady?
Do you have a way to post some photos of the power supply?A top down view of top and bottom woul be helpful.

I spoke to soon on suggesting to check the SMPS,If I am reading the schematic correctly we should try to find out why there is no 24A voltage. I think that is the voltage that is always on when the set is plugged in.
Honestly this is over my head; hopefully someone else will jump in and help...

You might want to look at the SMPS start up IC. I haven't looked at the schematic yet this morning but I think it's the 7 pin through hole chip on the hot side of the PS.If you look up the data sheet it will give you minimum voltages for it to start. The small start up cap is critical also.

I found an answer to this,4.2v is required on pin 5 of connector 1089 when the power supply is
Is plugged into the wall socket. Apparently someone removed jumper 9052 on the power supply.
Anyway with that jumper replaced I do see the standby voltage of 1.3v on pin 9, and the 24v section comes alive.
I wonder if there is a problem with the panel and the service tech disabled the power supply to try to make the power supply useless?...

This is kinda like a double post but there is some stuff added.
I am hoping someone will look at the troubleshooting flow chart and see if I am interpreting it correctly.
I am getting the correct voltages on pins 1 through 3,but no voltages on pins 4 and 5.The way I am reading it if any of the voltages are incorrect on pins 1 through 5, it appears they want you to look at the power supply for problems.
