PSU what component is this ?

Put a red ring around the object in the first picture, looks like a little piece of a copper sheet that has been cut.

I'm the first to open this psu, Why is it there ?

Maybe spark gap, in case there's lightning or something going through the MOV or something like that?

That's the only thing I could think of too.

It looks like spark gap between the Primary and secondary side (one leg of the cap has that copper needle attached and another leg is another end of the point, that blue safety cap is also connected between primary and secondary to pass FCC conductive noise test.
