You have to use proper ground for your meter depends on what circuits you are working on.
You have Earth safety ground, Hot side circuit ground, Cold side circuit ground.
HeatsinK is connected to hot side circuit ground, you are making measurement in the cold side of the circuit so you have to use cold side ground, the chassis is connected to cold side ground when board is bolted down to the chassis.
Do not touch the heatsink with your hands or body!
BTW, since these TV's are from holtel, the backlights is probably driven to the max which will shortened the life of the LED's.
