It depends on what circuit it is being used in, if it is in the power supply then it will have higher ripple when load tries to draw more current. Right now he may not see the artifact on the video but may be certain condition he may see the effect on the screen. If he can live with it and his eyes are not good enough to notice any thing on the screen then he can leave it.

yours TV early you reported it work fine with out cracked cap.

good you noticed cracked cap. and all of those connected are do one job only discharging lcd pixel. in short you should after replace cap need to preform the set playing over flew item like live football to be sure there are smooth display-- this thought only with adjust measurement Gama camera will done not just human eyes. sorry to tell this for me non repair.

Have the same problem with this tv, measured the voltages and went through the chart in the service manual > states to replace faulty t-con.
Now the problem, how to replace the t-con board.

I would appreciate it if someone can tell me how on how to remove the bronze colored panel ribbon cable from the TCON board that seems to be connect at the other end to the panel, without destroying it. I hope to then fix the ribbon cables on the new TCON board.
The cables look like they have been glued on to the TCON board. I've attached some pictures to hosw the cables. Any help would be appreciated.

NO do not remove that, what they are referring to is a stand alone tcon board, what you have there is not and you are right, removing that will pretty much ruin the tv.
