    that voltage is when the resistor is in place which means it should be powered on but it's not

        Ok, til you get 380 at the filter cap, the powersupply will not work right.

            Look closely at CM808, any bulging of the sides or leaking? take a good look at CP801 too.

                  Removed one leg of DP801 and checked resistances.

                  Black lead to Cathode - 1.5M ohm then slowly climbed
                  reverse - open line

                    Well, I was hoping that it will be just the bad diode for the PFC, so now we need to dig deeper into the circuit. You will need to find out if the PFC ICP801S is getting the switched Voltage at VCC at pin 8 for it to run or not.
                    You will have to flip the board over while making the live Voltage test in the hot deadly side of the circuit, the GND ref. point for your meter will be the negative leg of the main filter cap.
                    See the diagram for details. The IC is very small SMD so make sure you do not let the probe slipped on you and do not touch anything with your body or your hands.

                        9VDC is too low, the turn on Voltage is 12.5V (Typ.) so you need to check the Voltage between:
                        GND and the Collector of QB802.
                        GND and Base of QB802.

                        Based on the schematic, the VCC pin should have around 15VDC.

                          Checked the voltages of QB802:
                          GND and Collector -40.2v
                          GND and Base steady -54.6v

                          Should this voltage be negative voltage

                            That looks like you are using the wrong GND, you are working in the HOT side so the negative leg of the main filter cap is your GND ref, same way you use for making the measurement of the VCC pin.

                              I was given this TV from my great uncle. He said it just wouldn't turn on one day out of nowhere, replaced the TV, and gave it to me to possibly fix and use for myself.

                              Upon bringing it home and plugging it up, it showed a standby light.

                              I powered it on and without a flashlight, the display showed the "V" but the lighting is very dim, but visible.

                              The screen seems to blackout and stay black, but with a flashlight I can see the display.

                              With my Playstation 4 connected via HDMI, and running a game I can hear sound.

                              This Samsung combined power supply and inverter was replaced a while ago from a Samsung 37inch LE37B530P7W TV. However I would like to repair this one.
                              I have replaced the Mosfets Q1820 and Q1821 ( FDPF7N50U) which were both blown and the fuse FM802S. The schematic for this power supply that is attached doesn't relate to this power supply as the driving transistors and diodes are D1830, D1831, D1832, D1833, Q1811 & Q1810 are nowhere on the schematic!
                              Does anyone know what the components for D1830, D1831, D1832, D1833, Q1811 & Q1810 should be? I ask as I did change the Mosfets...

                              I have wanting to do this project for quite sometime now and I finally found a switching power supply that will work on this desoldering gun station ZD-915 that the original switching power supply took a shit and just was not worth trying to fix it because this switching power is not quite big enough to handle the heater element and the vacuum pump

                              One note when I tested the switching power supply and the voltage control board I noticed that this desoldering gun heat up much faster than the original switching power supply which I was really surprised by to the point that I might buy...
