samsung un48j5000afxza choppy picture horizontal lines

Thank you all in advance. I have a samsung un48j5000afxza that has horizontal lines going through it and the picture skips. I can hear a high pitched sound coming from the tcon board that matches the skipping (almost like a consistent beep). It sounds like electrical noise.
When I unplug the left side of the tcon board it continues, but when I unplug the right side it stops the skipping, and that half of the screen works fine.
The skipping high pitched sound comes from the tcon board. There are no swollen caps on the main board. Do you think the tcon board is bad, or could this be an lcd driver or panel issue? Any help is appreciated.

You need to check the resistance of the caps (to see if they show low resistance) on the tab bonding board, the board that has the LCD flexible PCB's attached to the board and where the flat cable from the T-con board attached to.
